Landlord Corrected Conditions Cited in Order

The DRA reduced tenants' rents based on a reduction in building-wide services. Landlord later filed an application to restore rents, claiming that the conditions had been corrected. The DRA found that most of the repairs had been done and partially restored rent-controlled tenants' rents. Tenants appealed, claiming there were still no elevator indicators on three floors. The DHCR ruled against tenants. The only issue was whether landlord had corrected the conditions listed in the original rent reduction order.

The DHCR ruled against tenants. The only issue was whether landlord had corrected the conditions listed in the original rent reduction order. The order stated only that indicator lights were missing on the first, second, third, and fifth floors. So the DHCR was required only to inspect those four floors.
