Landlord Converted Apartment to Four Illegal SRO Units

The ALJ ruled against landlord and fined her $7,550. Landlord appealed and lost. DOB's inspector found locks on the doors of rooms on second floor. Each room had separate toiletries, television sets, and food. There was one kitchen and bathroom for all the rooms. The apartment had been divided into four SRO units in violation of the building's Certificate of Occupancy.
