Landlord Completed Apartment Painting

Rent-controlled tenant complained of a reduction in services after landlord repainted her bedroom. The DRA ruled against tenant, who appealed and lost. Tenant claimed that the paint job was incomplete because landlord changed the bedroom walls and ceiling from smooth to stucco-type paint. Tenant wanted these surfaces restored to their original condition. Landlord claimed that the room always had a stucco-type paint finish and was painted at tenant's request in October 2009. DHCR inspection showed that the paint job was completed.
