Landlord Claims Windy Conditions Caused Debris

DOS issued a violation notice to landlord for a dirty sidewalk. Landlord claimed that windy conditions caused the debris. The ALJ ruled against landlord and fined him $50. Landlord appealed and lost. Landlord is responsible for maintaining the area in front of his building in a clean condition and must make reasonable efforts to do so. The claimed windy conditions didn't excuse landlord from this duty.
