Landlord Claims Violating Conditions Removed

DOB issued a violation notice to landlord for illegal alteration of a two-family residence. Landlord asked the ALJ to limit the amount of additional per day penalties to 40 days. The ALJ ruled for landlord. DOB appealed, claiming that landlord didn't prove it got all required permits to complete the legalization of the alterations. ECB ruled for DOB. There was no proof that landlord got a licensed plumber or filed a plumbing permit. And there was no proof that the illegal occupants were removed from the building. ECB charged landlord with per day penalties for 45 days.
