Landlord Claims Tenants' Signatures Were Forged

Tenants complained of reduced building-wide services. Landlord argued that some tenants' signatures were forged or gotten by false pretenses. A DHCR inspector investigated tenants' complaints, and found peeling paint and plaster, as well as broken windows. The DRA ordered a rent cut, but didn't investigate landlord's claim about the false signatures. Landlord appealed, and the DHCR revoked the rent cut. The DRA didn't investigate landlord's fraud claim, which tenants didn't dispute. The DHCR sent the case back to the DRA to investigate the authenticity of tenants' signatures.
