Landlord Claims Skylights Installed in Connection with New Roof

Landlord applied for MCI rent hikes based on the installation of skylights. The DRA ruled against landlord because the work wasn’t done in connection with installation of a new roof. Landlord appealed, and the case was reopened. Landlord had filed a separate MCI application for roof installation completed a few weeks after the skylight installation and maintained that the skylights were done in connection with the roof installation. The DHCR agreed to take back the MCI skylight application to review in connection with the MCI application for the roof.
