Landlord Claims Complainant Isn't Tenant After Apartment Fire

Tenant complained of a reduction in services after a fire made her apartment uninhabitable. Landlord claimed that he didn't know tenant. Landlord said that the last tenant of the rent-stabilized apartment had been evicted. The DRA ruled against landlord and reduced tenant's rent to $1 per month until the apartment could be reoccupied. Landlord appealed, again claiming that tenant was not entitled to occupancy. The DHCR ruled against landlord. Red Cross documents listed tenant as apartment tenant. Landlord had no other records to disprove tenant's claim.
