Landlord Claimed Complaint Wasn't Specific

The DHCR ruled against landlord. Although the complaint wasn't specific, it did provide tenant's complete rent history and was properly considered as a general rent overcharge complaint. Landlord was repeatedly asked to provide prior rent history data but didn't respond to the DRA's requests. The DRA properly used the default procedure in deciding tenant's complaint.
