Landlord Changed Lock on Community Room Door

Tenant committee members pointed out that previously they had keys to the community room, where they stored school supplies donated to children in the building. Landlord claimed that it changed the lock to secure the room. The DRA ruled for tenants and reduced their rents. Landlord appealed and lost.
