Landlord Changed Intercom System

LVT Number: #21279

Rent-stabilized tenants complained of a reduction in building-wide services based on changes landlord made to the intercom system. The DRA ruled for tenants and reduced their rents. Landlord appealed, claiming that there was no reduction in service. The DHCR ruled against landlord. Previously, the intercom system was operated directly by tenants. Now security guards on duty 24/7 notified tenants of visitors through a private phone system. The change in the system was a reduction in required building-wide services.
