Landlord Can't Withhold Renewal Lease Until Tenant Completes Pass-On Rider

Tenant complained that landlord didn't properly renew her lease. The DRA ruled for tenant and ordered landlord to send tenant a fully signed copy of current renewal lease listing the names of tenant Dawn Sullivan and cotenant Daniel Sullivan. Landlord appealed, claiming that it had asked tenant to clarify who lived in the apartment. Landlord said that Daniel Sullivan Jr. and Lawrence Sullivan lived in one apartment, and Dawn Sullivan and Daniel Sullivan Sr. lived in the apartment next door. The DHCR ruled against landlord.
