Landlord Can't Vacate HPD Emergency Repair Liens

New landlord filed an Article 78 petition, seeking to vacate HPD liens placed on landlord's building for unpaid emergency repairs. The court and appeals court ruled against landlord. HPD's records contained copies of all purchase or work orders related to the building, as required by NYC Administrative Code Section 27-2144. Landlord therefore had notice of the 7-A liens when it bought the building.
