Landlord Can't Submit Leases on Appeal

LVT Number: 14735

Tenant complained of a rent overcharge. The DRA ruled for tenant based on landlord's failure to submit a complete rent history. Landlord appealed, claiming that he had submitted leases to the DRA. Landlord also submitted the full rent history with his PAR. The DHCR ruled against landlord. The DRA had asked landlord twice to submit full lease records. Each time, landlord submitted only later leases and not all leases. Landlord can't submit leases for the first time on appeal.
