Landlord Can't Include Cost of Temporarily Relocating Tenants

Landlord asked the DHCR if it could include in the cost of an MCI the expenses of relocating tenants while replacing elevators. Some of the tenants in landlord's building were elderly or disabled. In an opinion letter, the DHCR said no. The relocation of tenants to complete an MCI isn't other work done in connection with an MCI that can sometimes be included in the cost of the MCI.
