Landlord Can't Demand Use of Debit Card

Landlord owned a building with 20 rent-stabilized apartments. Landlord asked the DHCR if landlord could require tenants to pay monthly rent with a debit card. Landlord would agree to pay any bank charges. In an opinion letter, the DHCR said no. Landlord couldn't require this. However, a debit card payment procedure could be used on a voluntary basis.
