Landlord Can't Amend Rent Registrations to Add IAI and Vacancy Increases

Landlord requested permission from the DHCR in 2019 to amend annual rent registrations for one apartment for years 2014, 2016, 2017, and 2018. The DRA ruled for landlord in part, permitting amendments in part for 2014 and 2016 but denying permission to amend for 2017 and 2018. Landlord appealed and lost. Landlord sought amendments of the 2017 and 2018 registrations to reflect rent increases for individual apartment improvements (IAIs) and a vacancy allowance. But an examination of these rent increases was beyond the scope of permitted registration amendment applications.
