Landlord Can Replace Gas Stoves and Furnaces with Electric Appliances

Landlord asked the DHCR for permission to replace all gas cooking stoves and furnaces used for heat with electric appliances to provide the same stove and heat furnace services. The DRA ruled for landlord. Tenants appealed and lost. Tenants previously paid for their own gas so, upon conversion, landlord was only responsible to provide cooking stoves and heaters. Tenants also paid for the cost of heating their apartments. So the granted service modification was proper.
