Landlord Can Replace Front Door Keys with Magnetic Lock and Key Fobs

Landlord asked the DHCR for permission to replace a main entrance door key lock system with a magnetic lock/keycard system. The DRA ruled for landlord. Tenants appealed and lost, but the DHCR clarified some of the conditions placed on landlord's proposed service modification. One condition called for tenants to present a government-issued photo ID "which will be maintained as part of the tenant's file." The DHCR clarified that tenants could redact personal information from the ID card before presenting it to landlord.

The DHCR clarified that tenants could redact personal information from the ID card before presenting it to landlord. Landlord could keep a copy of the photograph in its files but only a note that the ID card was presented. For minors, tenants could present a birth certificate instead of a photo ID, since a minor may not have one. Landlord was entitled to request tenants' Social Security numbers. But landlord couldn't require tenants to provide arrival and departure dates for guests who were issued key cards.
