Landlord Can Replace Enamel Sink with Metal One

Tenant complained of a reduction in services based on a defective kitchen sink. The DRA ruled for tenant and reduced his rent. Landlord later asked the DRA to restore tenant's rent. Landlord claimed that tenant wouldn't permit access for the installation of a new sink. Tenant claimed that he didn't want the metal sink that landlord wanted to install. The old sink was enamel, and tenant was willing to pay to install a new enamel sink. The DHCR ruled against tenant. Landlord could replace the old enamel sink with a new metal one.
