Landlord Can Replace Elevator Operators with Alternative Security

Landlord of rent-stabilized building asked the DHCR for permission to replace the 10 shifts of elevator operator positions on the four automatic passenger elevators with two new lobby runner positions totaling five shifts. The DRA ruled for landlord on condition that landlord provide and maintain certain security, janitorial, and concierge services. The DRA found that this would be an adequate service substitution and that no rent reduction was warranted. Landlord appealed, seeking clarification of some of the DRA's conditions.

The DHCR ruled that the security cameras to be installed should monitor all common areas 24/7 but that these common areas didn't include hallways on every floor of the building. The cameras must monitor all entrances and exits to the building and all common areas on the first floor.
