Landlord Can Replace Door to Courtyard

Landlord asked for, and received, permission to modify building-wide services by removing a gate to the building's courtyard. Tenant appealed and lost. Tenant argued that the DRA should have required landlord to maintain an entry or external door that allowed a view into the building's small lobby from the outside. The DHCR said the DRA's order already provided, as a condition for removing the gate, that landlord must replace the entry door with a door that allowed a view into the small lobby from the outside.
