Landlord Can Relocate Elevator Operators

Landlord applied for permission to modify services by relocating elevator operators from the elevators to a podium/desk in the building lobby, 24 hours a day, 7 days a week. The DRA ruled for landlord. Tenant appealed, claiming that security would be decreased by removing the workers from the elevators. The DHCR ruled against tenant.

Landlord applied for permission to modify services by relocating elevator operators from the elevators to a podium/desk in the building lobby, 24 hours a day, 7 days a week. The DRA ruled for landlord. Tenant appealed, claiming that security would be decreased by removing the workers from the elevators. The DHCR ruled against tenant. Landlord showed that it would enhance security by locating the operators at a lobby desk, installing a front door buzzer at that desk, and providing closed circuit TV cameras in the basement, laundry room, storage space, garbage room, and in the area outside the super's apartment.
