Landlord Can Convert Manually Operated Elevators to Automatic Elevators

Landlord asked the DHCR for permission to modify required services by converting two manually operated passenger elevators to automatic operated elevators. The DRA ruled for landlord. Tenants appealed and lost. The proposed elevator conversion is an acceptable service modification under the conditions required by the DRA. Landlord agreed that it would provide 24-hour lobby attendant service by the former elevator operators at a new desk.

Landlord agreed that it would provide 24-hour lobby attendant service by the former elevator operators at a new desk. Landlord also agreed to install video cameras in both elevators, in the laundry room, at both locked basement entrances to the building, and at the driveway gate. A monitor would be installed at the lobby attendant's desk.
