Landlord Can Convert Heating System

Landlord asked the DHCR for permission to modify required services by replacing the building's central boiler heating system with individual baseboard heaters in every room of tenants' apartments. The DRA ruled against landlord, who appealed and won. Under the Rent Stabilization Code and rent control regulations, landlord must provide heat and hot water to tenants. As modified, landlord would still provide these services to tenants. Landlord didn't seek any increase in rent for this change, and it was an acceptable substitution of services.
