Landlord Attempted to Install Radiator

Tenant complained of a reduction in services based on insufficient heat. The DRA ruled against tenant, and tenant appealed and lost. Landlord had answered the complaint, claiming that there was insufficient heat in tenant's apartment because tenant had removed a radiator. Tenant admitted he wouldn't permit landlord to install another radiator in a different spot in the apartment because he would have had to remove custom-made cabinets. Tenant had also refused access to the DHCR inspector, landlord, and plumber on the scheduled inspection date.
