Landlord Allowed to Eliminate Storage Space

Landlord applied to the DHCR for permission to eliminate storage space. The DRA ruled for landlord and reduced tenants' rents by $3.00 per month. Three tenants appealed. After ruling for tenants initially, the DHCR ruled against tenants upon reconsideration. Two of the tenants had moved out, the one remaining tenant never used the storage space, and the service reduction was minor.
