Labor Costs Disallowed

Landlord applied for MCI rent increases based on the installation of a new boiler. The DRA ruled for landlord in part, but disallowed some of landlord's claimed costs when calculating the increase. Landlord appealed, claiming that the disallowed cost was for labor. The DHCR ruled against landlord. The labor was done by landlord's employee, and landlord didn't show that he incurred added labor costs.
