Janitorial Services Not Maintained

Tenants complained of a reduction in building-wide services. The DRA ruled for tenants and reduced their rents based on janitorial service conditions. Landlord later applied for rent restoration based on the restoration of services. The DRA ruled against landlord, who appealed and lost. DHCR inspection showed that janitorial services in the stairwells, elevators, and the laundry room still weren't properly maintained.
