Isolated Defective Conditions in Common Areas

Tenant complained of a reduction in services. The DRA ruled for tenant and reduced her rent. Landlord appealed, arguing, among other things, that some of the conditions on which the order was based were minor and didn't warrant a rent reduction. The DHCR ruled for landlord. Peeling paint on the lobby ceiling, crumbling storage-room ceiling plaster, and fourth-floor hallway tile conditions were limited to small areas and isolated. These were minor conditions that were revoked from the list of conditions for which the rent reduction was granted.
