Intercom System Working at Time of DHCR Inspection

She also claimed that the intercom didn't work in apartment 210. The DHCR ruled against tenant. Tenants never complained about whether the new intercom system was an adequate substitute, so this issue couldn't be raised in the appeal. And the tenant who filed the appeal lived in apartment 802, not apartment 210. Since tenant wasn't an authorized representative of the other tenant, she couldn't raise a claim about the other tenant's intercom.
