Intercom System Defective

Tenants complained of a reduction in services based on a defective intercom system. The DRA ruled for tenants and reduced their rents. Landlord appealed, claiming that it did work on the intercom system in September 2006 and February 2007, and that it had been repaired before the DRA order was issued. The DHCR ruled against landlord. DHCR inspection in January 2007 showed that the intercoms for several apartments still had defective sound at the vestibule door. DHCR inspection was held five and one-half months after tenants first notified landlord of the condition by letter.
