Inspector's Report Unclear

Tenants complained of a reduction in building-wide services. The DRA ruled for tenants and reduced their rents. Landlord appealed. Among other things, landlord claimed that the inspection report upon which the DRA's order was based was unclear. The DHCR ruled for landlord in part. The inspector's report stated that as ''seen from the roof, [there is] evidence of corroded terraces.'' This finding and the DRA's subsequent finding couldn't have put landlord on sufficient notice as to which terraces needed repair.

It also wasn't clear whether the inspector viewed public area terraces or terraces of individual apartments. The finding of reduced services concerning terraces was therefore revoked.
