Inspection Made Outside Routing Hours

DOS issued a violation notice to landlord for not cleaning 18 inches into the street in front of his building. Landlord claimed that the violation notice was issued outside the residential routing hour that started at 8:00 AM. The violation notice was issued at 9:00 AM. The ALJ ruled against landlord and fined him $100. Landlord appealed and won. DOS inspections in front of residential buildings must take place during two one-hour periods, between 8:00 AM and 9:00 AM, and again between 12:00 PM and 1:00 PM. But the one-hour period starting at 8:00 AM actually ends at 8:59 AM.
