Inoperative Kitchen and Bathroom Vents

Tenant complained of a reduction in services based on inoperative kitchen and bathroom vents. The DRA ruled for tenant after an inspection and reduced his rent. Landlord appealed. Landlord was present at the DHCR inspection and claimed that the inspector remarked that the apartment's ventilation system was working. The DHCR ruled against landlord. Landlord's statement was contradicted by a written inspection report, which stated that the bathroom vent was ''inoperative'' and that the kitchen vent was ''not working properly.'' The inspector used an anemometer to make his finding.
