Independent Contractor Provided Laundry Room Service

Tenant objected to landlord's 1984 registration of apartment and building services. Landlord had omitted laundry room facilities from its registration form. The DRA amended landlord's registration to include the laundry room facilities, and landlord appealed. Landlord argued, as it had to the DRA, that the laundry facilities were provided by an independent contractor. The DHCR agreed that because the laundry room service had been provided by an independent contractor it wasn't a service required under rent stabilization. Landlord didn't have to register this service.
