Increase for New Roof Denied

Landlord applied for MCI rent hikes based on a number of improvements. The DRA denied landlord's application for a new roof. An inspection showed that the roof work was piecemeal and poorly done. Landlord appealed, claiming that the work was done properly and that the inspector never saw the roof. Tenants claimed that the tenant in one apartment gave the inspector access to the roof. The DHCR found that the DRA's decision was supported by the inspector's report and ruled against landlord.
