Increase Granted for Upgrading Elevator

Landlord applied for an MCI rent hike based on the upgrading of building elevators. Tenants claimed that the elevators were broken, and that the upgrade was part of normal repairs. The DRA granted the rent hike, and tenants appealed. The DHCR ruled for landlord. Landlord had installed a new elevator controller and selector, so the upgrade qualifies for an MCI rent hike.
