Increase Granted for Rewiring and Repiping

Landlord applied for MCI rent hikes based on rewiring and repiping. The DRA ruled against landlord because landlord had given some tenants an exemption from the MCI rent increase. Landlord appealed and won. The fact that landlord may have agreed privately with some tenants not to charge them for the MCI didn't bar collection of the MCI rent hikes from other tenants.
