She challenged the rewiring approval, claiming that there should be at least five circuit breakers per apartment. There were only four. She also claimed that the circuit breakers weren't fairly allocated among the rooms of the apartments. She also claimed that the work was done poorly. The DHCR ruled against tenant.

Landlord provided adequate rewiring by installing new electric service, running new copper risers and feeders extending from the property box in the basement to every apartment with sufficient capacity at the apartment panel to accommodate air conditioner circuits and outlets, and installation of two double outlets in the kitchen for heavy-duty appliances. Landlord wasn't required to install a set number of breakers for every apartment.
