Tenant appealed, claiming that landlord didn't rewire the whole electrical system in the building but merely added outlets and fuse boxes in various apartments. The DHCR ruled against tenant. Landlord had submitted proof that it installed copper risers and feeders from the property box in the basement to certain meters in apartments. Landlord doesn't have to rewire the entire building to qualify for an MCI increase.
