Increase Granted for Rewiring

Landlord applied for MCI rent hikes based on rewiring. The DRA ruled for landlord. Tenant appealed and lost. Tenant claimed that no rewiring was done. Tenant said that landlord merely added outlets in her apartment next to existing ones. The DHCR said that landlord had properly documented the rewiring work and addressed the concerns of other tenants raised before the DRA. And tenant didn't object to the MCI hike before the DRA. Tenant can't complain for the first time on appeal.
