Tenants appealed, claiming that landlord hadn't maintained the new elevator and that it wasn't functioning properly. The DHCR ruled against tenants. Tenants submitted log records of dates the elevator was out of service for the first time with their PAR when they could have done so before the DRA. And landlord got required government permits and sign-offs on the elevator upgrade.
