Inconsistencies as to Roof's Square Footage

Landlord applied for MCI rent hikes, based on the installation of a new roof. The DRA denied the application, finding that the work constituted repairs. Landlord appealed, and the DHCR upheld the DRA's ruling. Discrepancies in landlord's application raised questions as to how much of the roof the contractor had repaired and how much it had replaced. Landlord had originally claimed the roof measured 6,000 square feet, then later stated it measured 2,000 square feet. And, the work order stated that the contractor had replaced only 1,000 square feet.
