Inadequate Cleaning Was Minor Condition

Tenant complained of a reduction in services based on insufficient janitorial services in the building's common areas. The DRA ruled against tenant, finding that there was only minor inadequate cleaning. Tenant appealed and lost. The Rent Stabilization Code says that failure to clean or dust small areas is a minor condition that doesn't warrant a rent cut if there's proof that regular cleaning is being provided. Here, most floors in the building were found to be clean.
