Improperly Replaced Windows Caused Mold Condition

Tenant complained of a reduction in services, claiming that the apartment needed painting, that bathroom and bedroom windows needed replacement, and that the front door needed to be replaced. The DRA ruled for tenant and reduced his rent after inspection showed unworkmanlike repairs. Landlord appealed and lost. Landlord claimed that tenant caused the mold conditions by sealing the interior sides of the windows with covering and tape during the winter months. But the replacement windows were improperly installed, allowing air drafts and water seepage.
