Illegal SRO Units Added to Two-Family House

DOB issued violation notices to landlord for occupying an altered building without a valid Certificate of Occupancy (C of O) and for maintaining the illegal conversion of a two-family house into four apartments and two SRO units. Landlord claimed that she had made no alterations to the building since she bought it in 1973 and was aware of no prior conversion. She said that there was no C of O for the building. The ALJ ruled against landlord and fined her $10,950. Landlord appealed and lost. Landlord offered no proof of any legal conversion of the building.
