HPD Violation Report Shows Apartment Lacked Heat, Hot Water

Tenant complained of a lack of heat and hot water in his apartment. The DRA ruled for tenant and reduced his rent. Landlord appealed, claiming that tenant lied about the claimed conditions. The DHCR ruled against landlord. Tenant had submitted copies of HPD violation reports with his complaint. HPD's reports found that there was insufficient heat and hot water in tenant's apartment. Landlord had submitted no proof to the contrary and, in fact, admitted in its PAR that tenant's apartment had heat and hot water problems.
