HPD Records Show Hot Water Restored

Tenant complained of a reduction in services based on a lack of hot water. The DRA ruled for tenant and reduced his rent. Landlord later applied for rent restoration based on restoration of services. The DRA ruled for landlord and restored the rent, effective Dec. 1, 2003. Tenant appealed, claiming that the rent restoration shouldn't take effect until Jan. 1, 2004, because the hot water wasn't restored until mid-December 2003. The DHCR ruled against tenant. Tenant admitted that hot water service had been restored. HPD records certified that the hot water had been restored in July 2003.
