HPD Order Goes Beyond Scope of Tenant's Complaint

Tenant complained of a reduction in services. The DRA ruled for tenant and reduced his rent based on repairs needed to a bedroom floor. Landlord later applied for rent restoration based on the restoration of services. The DRA ruled for landlord. Tenant appealed and lost. Tenant claimed that the HPD had ordered landlord to replace the floors throughout the apartment, not only in the bedroom. But tenant filed no response to the DRA's notice of landlord's rent restoration application. And the HPD's order was not relevant to tenant's DHCR complaint.
